Yes, this is still an issue. I dont' have access to a more recent
Version of Ubuntu, though. I am bound to the LTS version.

Ubuntu better. You reported this bug a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an issue

PS: Its not network-manager, but network-manager-kde. I switched to
Gnome, and it asked me for the passphrase as expected. Moving back to
KDE: Problem is back.
