I agree with what you are saying about not packaging unstable releases.
However, I now rely on files created with "scribus-ng" from a Ubuntu
package, with the stable version can not yet read. Indeed, I think I
started using the "ng" version because I ran into a problem with the
stable vers
The debian scribus-ng package now moved to the 1.3.5 svn branch:

I'll look into packaging it, but still I would be in favour of removing
it altogether - IMHO users shouldn't rely on unstable releases, even
though the Scribus crew manages to get even experimental releases pretty
usable.
