Default policy comes from the hdparm package, not from acpi-support;
reassigning.
I'm closing this bug as wontfix, because there is no reasonable way to
distinguish between desktop and server systems; nor do I think there's a
single policy that's going to be reasonable for all desktop users.

Uhm, agreed. There's no need to kill your hard drives when they aren't
in use, it's acceptable to wait for them to take the 20 seconds to spin
up on a desktop.
