This ought to be fixed in KDE 4 because it doesn't use a hardcoded
module order but groups them logically.

Yeah, I've been able to reproduce this bug before and still can. I'm
not sure on how System Settings works (KControl uses .desktop files to
run the correct kcm* apps), so I'm leaving this assigned to jr.
