I tested this on both Hardy and Intrepid, and kvm seems to now correctly
remove all files installed to /etc on purge.

Hi. Thanks for reporting this bug.
I am using 1:62+dfsg-0ubuntu8 and can not reproduce this bug. Running
apt-get purge kvm removes all the files successfully for me.
Can you please test again if it is still the case. If not can you please
mark the bug as fix released.

I can confirm this issue. Just as the bug report says it appears the
uninstall script didn't run correctly and left the files behind.
This report should be straight forward enough for the developers to take
a look at it.
