This bug is very old. Guess it is time to update.
I no longer see any problem as I used to.
I'm now on Ubuntu 10.04 (Lucid Lynx) and I can switch languages without
problems, both in firefox and elsewhere.

Yes. The bug is more general. I can't say anything about KDE 4. But with
KDE 3.5 the keyboard layout is not switched when any popup window
appears.
Here the concrete example:
0. Start Run Command from the K menu.
1. Start typing any command name.
2. The popup with previously entered commands appea
This bug is much more general than firefox. I suspect it has nothing to
do with firefox.
Here, after upgrading to Ibex (RC) via the net, the switch to KDE 4
breaks the keyboard layout switcher completely.
The country-flags in the panel display but switching among
languages/countries in the "KDE
Also, some other shortcuts can't be used in this situation, for example,
alt-tab, alt-f4 and so on.
