This is not a bug. After talking with the installer guys it appears
that this is a coincidence that it is possible to do this and the end
user mode is as expected.

I have observed this as well. I'm sure you can change the wallpaper by
replacing the image file, but it should probably be easier. The same
goes for other default desktop settings really.
