"cacher.foo.org.security.ubuntu.com", in one go. That doesn't exist.
Surely you need a "/", or a ":nnn/" after "cacher.foo.org"?

Forgive me if I'm missing something, but...you're adding something to
the front of URLs, and then expecting it to be able to get packages from
"cacher.foo.org.security.ubuntu.com"?
That address doesn't exist, hence the errors.
