The clock application may be a red herring. Basically, I could not get
proper time on the command line without making the fix.

I think this is a UTC vs local time thing. I also had this kind of
problem. I had to remove the clock applet and readd it. This isn't
really a bug.

I consider this two bugs:
1) The clock applet actually shows the correct time until I leave
KUbuntu settings. So, I am lead to believe I have set the time to local
time.
2) If you wish to re-assign the bug, that's fine, but I should not have
had to fix /etc/localtime.

Maybe that file is not necessary for the clock applet to know which
timezone you're in. Why do you consider this as a bug?
