I have the same problem. Opening quotes appear as closing quotes. It
drives my editor crazy. He circles every one.

Your document is set to be in Finnish language so you may need to make
sure you have AutoCorrect for Finnish language set to change the quote
marks properly, or otherwise set the document language to English since
it appears to actually be written in English.
