The original reporter of this bug Jarno replied that they haven't had this
problem in awhile. So with that in mind I going to change it
New > invalid
but in fact probably should be Closed.

I could reproduce the ghosting bug when browsing in youtube.com. There
flashed a different low-contrast image now.

If your using hardy or gutsy its installed by default. find it by going
to System > Preferences > appearance > Desktop-Effects

Jamie what theme are you using when you see this issue. This happens
outside of the restart dialog? During the restart dialog this is normal.
Please attach another 1 or 2 screenshots showing it differnet places, If
you have ubuntu-desktop or kubuntu-desktop installed please confirm it
happens ther
It happened several times during one Xubuntu session. (The low contrast
view was visible only short time.)
