It is a bug that there's no way to change it.

Thank you for filing this bug to make Kubuntu better. I think this particular
thing was probably a choice made by the konsole developer(s), possibly to make
things easier to read. Basically, I don't think this is a bug, and is
certainly very low priority to fix in Kubuntu. If you dislike the
** Attachment added: "konsole4-linespacing.png"
