console-setup; winkeys is now the default variant for ru in
/usr/share/X11/xkb/symbols/ru.

I have the following mapping to the Linux equivalent within Wubi.
0x0419=ru
But there is no additional keyboard variant associated to that. Not sure
what is the correct behaviour.

But this registry folder does not have a "layout id" subkey (unlike some
other layouts, including "russian-typewriter").
It also appears, that 0419 is the actual HKL,
