No it does not solve the problem.
Because then you have to install the package first, to see the license.
I would like "Update Manager", "Add/Remove", and Synaptic to tell me
what license the software use, before I install it.

All debian packages include a copyright file with a URL the source code was
downloaded from, it can be found under /usr/share/doc//copyright
