In my laptop I have been running Hardy Heron installed from scratch
since beta 2. Perhaps this was a bug in the update sequence. I'll try to
make a fresh install this weekend to see if this happens.

bluez-utils is installed by default when ubuntu-desktop (or other such
meta packages like kubuntu-desktop or xubuntu-desktop) is installed.
Please tell us if that was not the case with you. Also tell us what kind
of installation did you try.
