I'm not using Ubuntu right now. It really was a strange problem and I
didn't get to discover what was causing it.
I do remember, however, that a new install didn't have the problem. It
was somehow caused by doing the upgrade.
I'me planning to try the latest version sometime soon.

Confirm. Same behaviour with Ubuntu LTS 8.04. Keyboard starts with US-
Layout after Reboot. One has to change manually to "de_DE".
Maybe putting "setxkbmap -model pc105 -layout de -variant basic" into
"rc.local" could be a workaround, bit I didn't test it yet.

I don't think it is fixed.
Since the LTS upgrade gnome lost the ability to store the correct keyboard
settings although they look ok in the Keyboard Preferences window.
Everytime I log in I have to go to keyboard preferences and click on Keyboard
