There's a known bug (fixed, but not yet in a release tarball or package)
which causes this if LIRC is running and configured for a remote control
but that remote control is not available. If it works when you try again
but hangs if you retry after restarting LIRC ("sudo invoke-rc.d lirc
restart"),
