The global view is that Debian removed pcre3 at the beginning of
February.
With the removal bugs I filed, Ubuntu can remove everything using pcre3
except for nux which is used by Unity (and the Ubuntu Unity desktop
flavor).

You're illustrating my point right there: we're removing packages that
are presumably *not broken*, and yet we won't be able to actually remove
the root cause for the removal because of one package.

If the goal is the removal of pcre3, I'd much rather have a global view
of the entire ecosystem and remove all of them at once. If I remove this
single package right now the net result is removing a feature from
Ubuntu, without any insurance that the root issue will be addressed.
