Apt solver 3 is coming to plucky. Julian, apt's maintainer, would like
to collect apt solver issues in the Ubuntu Error Tracker. Everything is
already mostly wired, but `whoopsie` currently doesn't allow the
`AptSolverDump` field in the produced crash
