It should be noted at least in Lubuntu that mokutil is included in ship-
live. I also confirmed it (0.6.0-2build3) and all of its runtime depends
appear to exist.

I didn't find the duplicate; I think because I used an existing bug
report that was really a different issue we had at the time... but I'm
guessing here as I didn't find it.
I also made mention of it on irc or matrix; but whatever was sa
Walter, it's an OFFLINE install testcase...
There will ALWAYS be failures to access archive.ubuntu.com; the need to
be ONLINE being the bug.
The crash causes calamares to stop, and thus boot loader never gets
written & machine fails to boot.
