Yes, but that is the 2D/Xserver ("DDX") driver. For 3D, you are using
the radeonsi driver in mesa, which is a gallium driver. Do not install
any PPA's (that is an old link).
Make sure mesa-opencl-icd package is installed and look at:
RUSTICL_ENABLE=
Yes, switching to the included version of Kubuntu seems to be fine.
Not sure about Rusticl though. Seems a bit confusing.

But it's on Mesa3D and says it needs Gallium drivers. Not sure what that means.

Your Steam bug says you removed the Pro driver and everything works, So
I'm guessing this is not a bug with Ubuntu?
FWIW, you can get OpenCL with stock Mesa package using Rusticl, though
some programs still require ROCm on AMD from what I remember.
