This appears to be a known issue upstream and in debian but not yet with
a usable fix. I've linked in the debian and upstream bugs for
reference.

That seems entirely possible, some sort of parsing bug/change makes sense.
The =| action is a bit arcane (even for procmail) so I can definitely see
it getting overlooked.
It does appear in man procmailex as the "alternate method":

Joel VanLaven, happy there's a workaround. reading `man procmailex`, I
see all variable assignment examples in procmail 3.24-1ubuntu2 using the
backtick notation. I'm not well versed in reading the recipes, but I
believe that | (pipe) only works on assignment in action lines. My
