releases is too much to ask... But since you did, we can declare this
fixed in 24.10, somehow.

I tested Ubuntu 24.10 and could not reproduce the issue there.
I also realized that it doesn't matter whether the mouse cursor is over
the window or not.

I don't see a significant difference in CPU usage before and after the
change. My mouse's polling rate is 129Hz, according to the evhz tool.

Great, thanks. I should have also asked you to check the CPU usage
before and after the change. Although I can see what the main problem
is: The default thread type being "kernel" (real-time) will drown out
the rest of shell's ability to redraw, especially with high frequency
mice.
