I do not think it's the bug you referenced. I'm not using HDMI or DP
audio output and I don't have AMD hardware to begin with. And the
problem reproduced with kernel versions prior to 6.8.0-50, which is the
first one that introduced the problem in the other bug.

Issue seems to be with Ubuntu Kernel see

sudo update-initramfs -u -k all
Fix I think is pending but for now above worked for me...
