Looks like the service files are intended to be symlinks, so it does not

Same here. This actually makes it hard to disable the service since one
has to disable both units, but trying to disable smartd actually
disables smartmontools.

I can confirm this is an issue.
FWIW, I think the tool is supposed to use smartmontools to be enabled,
e.g.
$ systemctl enable smartmontools
I've subscribed ubuntu-server and added to backlog.
