Although since you only installed (12.04?) a week ago, I suggest the
cleanest and simplest solution is to start over and install 24.04 from
scratch: https://ubuntu.com/download/desktop

Upgrades from 22.04 to 24.04 also don't work at the moment, which is why
they're not being offered automatically.
I suggest as a first step you should try upgrading to just 22.04 right
now.
