Reviewing this.
1) The previous comment didn't flip the verification tags back
to done, as apparently intended per comments 13-15, 18. Done.
2) The autopkgtests regression for mysql (comment 17) cleared,
but many others are now stale as superseded in noble-updates,
triggering reruns on those [1]

Sorry for the slow response from the Core team, I can verify this is now
working with passwd in proposed. I was able to add a user with
--extrausers and --groups switches together. It no longer fails on
locking /etc/groups

and output mismatch (apparently the shutdown banner is unexpected).
The latter might need to be looked at.

I opted for the "quickfix" approach, as it has the merits of minimizing
the changes to the "normal" codepaths, thus reducing the risks of
regressions for non-core users. While the extrausers case is not as
correct as it would have been with a full fix, it's consistent with the
behaviour in 22.04 an

Basically, the previous group validation was done using glibc's getgrid
directly, which was presumably coping well with the RO status of
/etc/group, but that poses consistency problems because you could add a
local user
