I confirm your findings. I also found this:

Sorry I forgot to write the URL and thank you for the working link. Here
was the URL I meant https://xubuntu.github.io/xubuntu-
docs/user/C/index.html and the PDF links still returned 404 even now.
However, for your link, I can confirm yes the PDF files work fine. Note:
your link shows a 2017 date,
