I have no idea why you are using podman as I haven't mentioned it.
I tried a simple "apt -y install".
Anyway, I cannot reproduce that anymore as I fixed the issue by myself as
described.
I have now put is as invalid as I cannot follow up on your request.

I can not reproduce it with:
$ podman run -it ubuntu:22.04 bash -c "apt update && apt install mariadb-server
