Is this still an issue? My understanding was that there was some
debootstrap issue, but that this is not actually related to systemd. Not
sure if anything was fixed though.

I ran into the same problem, but I found that it should work if
bootstrapping from 22.04.
The problem appears to be due to the version of QEMU available for
20.04. The user mode emulation doesn't support OFD (open file
description) locks according to:
