okay, well, a workaround exists for INTEL cards ONLY.
Adding this to my xorg.conf device section sovled it:
Option "AccelMethod" "exa"
Option "MigrationHeuristic" "greedy"
Option "ExaNoComposite" "false"
This is for intel cards only.
if you are on ATI and having this problem, good luck.

How do
I have to same problem on Intel 945 chipset. Scolling lags and moving
windows/wobbly windows lags, but everything else runs fine (cube, show
cursor, 3d windows).
