I can confirm and append this issue.
This is still true for Ubuntu 24.04.1 LTS and this issue (double effect) covers
Latvian apostrophe (`) and single quote (') accented characters. Right Alt
works fine, instead.

Issue is still present in Ubuntu 24.04.1 LTS, at least with upgrade from
previous LTS (and this was not an issue before upgrade). Mentioned
solution resolves the issue. In my opinion this bug is critical as for
non tech users till someone finds this solution typing becomes a
nightmare, imagine mask
For at least fedora 39 this is resolved. Don't know witch package fixed this.
Removed env variables and all are OK.
