dumpkeys | grep compose
The characters that should be the result of the composition appear as
question marks (white on black) in xterm and as rhombs in tty.
The resulting file has iso-8859 encoding according to the "file"
command.

The workaround mentioned in bug 218746 works for composed characters,
not for caps-lock:

I have the same issue with any sg-latin1 (Swiss German) keymaps:
It is not possible to produce (uppercase) Udiaeresis, Adiaeresis and Odiaeresis.
These are usually produced either by
a) caps-lock-on (lowercase) udiaeresis ...
or
b) " + U
a) produces udiaeresis instead of Udiaeresis.
