Robert, please check the contents of /var/lib/locales/supported.d/local
My guess is that nl_NL is missing from that file.
If my guess is correct then add the following line:
nl_NL.UTF-8 UTF-8
Your file should now look like this:
en_US.UTF-8 UTF-8
nl_NL.UTF-8 UTF-8
Now run sudo dpkg-reconfigure l
