Nightwish fan from the Ubuntu Forums solved this mystery. I installed
kde4-core and it pulled in some packages that weren't installed before,
and then everything that wasn't working in System Settings started
working.
I installed Kubuntu KDE4 Remix by first installing Ubuntu (not Kubuntu)
and then
I had to restore anyway so I did as you asked. Same problem. In fact, in
System Settings, "Sharing" and "About Me" are broken and give the same error
as well.
No offense to anyone, but with the severe Kickoff menu glitches and broken
System Settings control panels, Kubuntu is beginning to be hard
This problem happens with fresh installed Alpha 6 KDE4 for me as well.

Here you go. Please also note that I have KDE4 installed on both my
laptop and desktop, I have this issue on both.
Also, I have the package "kubuntu-kde4-desktop" installed but it didn't show up
in the list I posted for some reason.
