I don't have the second setting, but the problem has seemed to resolve
itself overnight.

Display dimming despite setting being turned off
On some laptops there are two settings that dim the display so you need
to disable both. Please try:
Settings > Power > Automatic Screen Brightness = OFF
Settings > Power > Dim Screen = OFF
