insufficient link bandwidth in the monitor cable/connections. Does this
relate to an external monitor?

I have same problem.
i update to 22.04 from 20.04. i update kernel to 5.15.0-25-generic, still
having problem
my computer is thinkpad t480s, connect to external monitor by type-c or
thunderbolt 3, both have this kind of problem
