Yes, the reporter of bug 1956396 was not able to run apport. I was able
to open gnome-terminal, so I reported it by running ubuntu-bug linux.

My current workaround is to go into advanced options for ubuntu from the
grub menu while starting the computer, and select an earlier kernel
version, 5.13.0-22-generic in my case.

I am facing with the same issue on a Lenovo Thinkpad E495 with AMD Ryzen
7 3700. Nothing (Firefox, Thunderbird etc.) works properly. Boot and
reboot are super slow.
