Thanks for the patch Simon. However, version 2.4.8-2 was already sync'ed
(it is in -proposed) and we need to prepare something on top of that. LP
says it is waiting for libopentracing-c-wrapper-dev, what you could do
is disabling the OpenTracing support as a delta for now, and once this
new depende

FWIW, Simon kindly asked that we sync haproxy from Debian unstable and
we thought that maybe the new version would fix this FTBFS, but it
unfortunately doesn't.
