I think that's ok. The important point for me is that a user can
override it after the reboot if needed for some reason, not that it's in
a module loaded by a config file, as we'd always load the module anyway.

I think what you want as a behavior is to have a timeout too and allow
the user to override this.

remains unaddressed:

file and then sets the boot label, and not forced upon users.
