Tried changing the system shortcut for "Shift+Ctrl+Alt+R" (Gnome Record)
but it was not the issue.
I think shortcuts of programs like PHPStorm or DBeaver are interfering
with the Hubstaff shortcut because Hubstaff's shortcut works if I open
the Hubstaff first without opening other applications.

I changed the shortcut for keyboard layout switching in my system
settings (I am using KDE), not the Hubstaff's shortcut. There is no
option to change the shortcuts in Hubstaff.

How did you change the shortcut? I didn't find that option. Anyway, I'm
not using Hubstaff anymore but it might be helpful to other users.

with some already existing. In my case it was the shortcut for keyboard
layout switching ("Ctrl+Shift"). I changed it to "Shift+CapsLock" and
the Hubstaff timer window started responding on "Ctrl+Shift+Alt+T"

Applications installing their own global shortcuts is something that's
only possible on X11 (which you are using). But even then I suspect the
application needs to be focussed for it to receive the key press
reliably.

I have contacted Hubstaff but they're saying that it works fine. And I
still don't know what is causing the issue (what is blocking the
keyboard shortcut, is it an app or something else).

Thanks for the bug report. Unfortunately Hubstaff doesn't seem to be
part of the Ubuntu distro so we can't handle its bugs here. But you can
report bugs at https://support.hubstaff.com/contact/
That is unless you find the same bug with other programs in which case
we should discuss it here.
