Talking to Dustin, this is a limitation of the cirrus driver. To achieve
this, need to use the vmware dirver. Marking "Won't Fix".

This is probably a limitation of the emulated "cirrus" driver on the
guest. Upstream is planning to move to emulating a better chip
eventually. Could you post a /var/log/Xorg.0.log from your guest?
