The manual says no such thing. The Debian bug states it _will_ be added
in the next release, but that was a decade ago and we've still not seen
a new release.

This is not a bug. The upstream documentation points out that if a value
is not specified then trickle will default to limiting the speed to
10kB/s. This happens for either uploads or downloads, whichever value is
not manually supplied. The program is working as documented and
designed.
