I can confirm that this issue is invalid, we expected that livecd will contain
mdadm deb packet when in fact it was a part of squashfs, not /pool. This issue
can be closed.
The actual issue, as Jeff already mentioned is that users cannot install OS to
VROC volumes using Subiquity.

I think the ultimate issue is that users cannot install to VROC volumes
using Subiquity, and not finding a deb for mdadm may be a bit of a red
herring.

mdadm definitely is installed in the installer's live environment. Why
do you think it is not? (It's not part of the apt repository at /pool on
the ISO because it is already installed in filesystem.squashfs)
