This is not a bug in ubuntu kernel. There is no need to collect
information for debugging kernel. This is rather support request or bug
in linux mint repository. So I am setting this to invalid.
You could try to find linux mint support channels.

sudo apt update
It also tells version of ubuntu. Are you running bionic (18.04LTS)?
