I had again the issue on a other Xubuntu 22.04.4 computer (a desktop).
Here is how I fixed it:
From Gnome-software and from command line (sudo apt update && upgrade), the
same components were again not updated. So I typed this command line:
$ sudo apt upgrade python3-update-manager update-manager
[Expired for gnome-software (Ubuntu) because there has been no activity
for 60 days.]
** Changed in: gnome-software (Ubuntu)
Status: Incomplete => Expired
