I can't reproduce this with System Monitor applet (mate-multiload-
applet) added to MATE Panel.
Please rewrite your bug report in more reproducible way.
Or better - create screencast and share it with us.

Workarounds I have found are to switch to the cinnamon desktop, or the
(default ubuntu) gnome shell desktop with the dash to panel extension,
which has finally made me not hate gnome shell:
