Title:
Fractional scaling swit
Toggle “fractional scaling” and select 125% and 'Apply' the screen start
blinking and part of it is full of noise. To have screen again clean I
unchecked "fractional scaling” selected 'scale 200%' and then again
'scale 100%'

It seems to work in Xorg sessions at least.
An upstream bug report is not appropriate because the switch does not
exist upstream. A simple workaround is to toggle the setting manually by
running:
gsettings set org.gnome.mutter experimental-features "['scale-monitor-
framebuffer']"
