I obtained help on this issue from latex.org. The problem was with my
local latex files NOT the system files so this bug can be closed.

I managed to add the testing repo however the huge number of upgrades
proposed to be installed meant this rout was not practical as I don't
wish to destabilize my installation. I will look into an upstream bug
report.

Sebastien: The Debian testing repository has a release of texlive which
is from April rather than February which is the one in focal. It might
be useful to try this release before reporting upstream since from what
I have read this problem can occur because of issues with the particular
release of
