It is a known issue of NOUVEAU.
Please use "safe graphics" to boot and install Ubuntu on usb disk.
After installation, please add "nouveau.modeset=0" in kernel cmdline if you
still have issues.
Then install nvidia-driver-440, graphics and HDMI will be good.

Ubuntu 20.04 will install fine on the XPS15 9560. However you will need
to set nouveau.modeset=0 and disconnect any monitor connected to HDMI.
Also after 20.04 is installed, you still cannot boot when a monitor is
connected to HDMI. You will stay at the Ubuntu splash screen with the spinner
spin
Same issue on my Dell XPS 9560.
I can confirm that using Safe mode I can boot into the installer environment. I
haven't tried installing, yet.

I guess a possible workaround could be is installing it in safe graphics
mode, then blacklisting nouveau or installing the official NVIDIA
drivers. I haven't tried this yet.

I tried booting in normal mode but with "nosplash debug" options, and it
froze with lots of these messages:
nouveau :01:00.0: fifo: runlist 0 update timeout
nouveau :01:00.0: tmr: stalled at
So it seems the freeze is caused by nouveau (the laptop has a NVIDIA
GeForce GTX
It also shuts down while checking the disk.

I have the same issue on my Dell XPS 15 9560. As soon as the graphical
interface would start, the system either shuts down or freezes
completely.
However, it does work if I boot Ubuntu in "safe graphics" mode, but this
way changing the display brightness and connecting external displays
don't work
I cannot run this command because bug is during installation
